Do I need to provide proof of funds every 90 days for my Non-O visa in Thailand?

I have a question. I have been going to Vientiane Thai Embassy every 90 days getting a Non-O visa. Under this new requirement does it mean each time I have to do this money thing, because the United States Air Force will not transfer/send any of my retirement money to a Thai Bank. Furthermore not one U.S. Bank will make an international money transfer either. If this money situation has changed because last I checked they couldn’t and wouldn’t.
