Does a traveler with an Italian passport need a return flight to apply for a tourist visa in Thailand?

Hi All. Looking for some info.

I have a friend coming to Thailand in May. He has an Italian passport (dunno if that changes anything). Anyway, does he need to have a return flight booked back to his home county to apply for a tourist Visa as proof of onward travel or would a simple bus ticket to Cambodia/Vietnam/wherever suffice.

These are the requirements, be aware that this Pretoria Consulate is know of adding text on Visa's that only allow for application of other visa back in your the home country.
