TLDR : Answer Summary
It is possible to obtain a 90-day Non-O visa from a Thai embassy without showing proof of funds in a Thai bank, as proof from any bank is acceptable for the initial application. However, an extension through immigration in Thailand will require proof of funds in a Thai bank. If applying from outside Thailand, you can use your own bank account. This information is particularly relevant for expats, especially those with ties to Thai nationals.

Im currently in Thailand on a 60 day free entry stamp and have been to immigration and got a 30 day extension on that . Ive booked a ticket to Laos a few days before I need to leave Thailand and will be applying to the Thai embassy in Vientiane for the 90 day non O at that time. I dont have a Thai bank account yet. I'm married to a Thai national and will be looking to extend the non O based on marriage. The more I read the more confused I get and am hoping for some solid advice from those that have been in my situation.
so far you’ve described the process correctly—when it’s time to renew the extension after the 90 days, simply present your documents and proof of funds to immigration. Make sure you open the bank and deposits immediately after you get the non O. Avoid Bangkok bank at the moment. I recommend SCB or Kasikorn. Set up a Wise account and then you can transfer money from your home country into you Thai bank for very low fees.

If you apply through the Thai embassy website in your home country for the Non-O you can show your own bank account.
