I recently entered Thailand on a 1 year Non-Ed visa, however my visa was valid a month earlier than my course start date therefore will be expired a month before my course is finished, my question is will I be able to leave the country and reenter on a 30 day tourist visa at the end of the visa year?

If it's a university course, you should have no issues. If it's a non-traditional course, you might have issues getting immediately back into Thailand. Immigration will wonder why you are trying to return without a visa immediately after spending a year in Thailand on the most abused visa type there is. They may say that you are trying to live in Thailand and may interrogate and/or deny entry to you.
You might be able to use a land border-bounce agency to help make sure you can get out and back in without issues though.

Wait until your extension is running out. Then you need to cancel your extension at immigration with a letter from your school. Then you can do border bounce with an agency.
