You can apply for a Non O visa in country if you meet the financial requirements.
However if you’re only looking for 90 days why not apply apply for a Non O from your local consulate.

You don't qualify for visa on arrival.
You can get visa exempt which means no visa at all. This is 30 days on entry and you can apply for a 30 day extension. That's 60 days total then you must leave Thailand and re-enter if you want more time.
Or apply for a tourist e-visa online. Some places send them within 2-3 business days.
