Is it a good plan to enter Thailand on a tourist visa and then switch to a retirement visa later?

Thank you for accepting me...i plan on entering Thailand in nov when hopefully the quarenteen is over..i want to initaly enter on a TR do apartment hunting and get a general lay of the land..exit and renter on a retirement visia to settle in..from the US..soubd like. Plan?

And no need to leave as you can obtain the Non O retire visa followed by one year extension inside Thailand from local immigration office.
