TLDR : Answer Summary
You can file your 90-day report in person starting from two weeks before your due date until seven days after. Filing on Monday, after your due date of Saturday, is permissible without penalty, but a fine of 2000 baht applies from the eighth day after the due date. In Bangkok, you should go to the main immigration office at the Government Complex Building B (South Entrance), Counter A. Alternatively, you can also consider using the online reporting system if you've done it before.

You can file a 90 day report in person from 2 weeks before the due date until 7 days after the due date without any issue. The 2000baht fine starts on the 8th day.

In Bangkok you go to the main immigration office at the Government Complex Building B (South Entrance), Counter A.

If you have already done a 90 day report before you can try using the online system here at this link

And as of course you know well, mailing it in also is a decent option. (I thought I should mention.)

@Malcolm *******
it's a good option EXCEPT in bangkok you have to have the envelope post marked 14 days before the due date, meaning you can't use the online system ๐Ÿ˜• because that's the earliest you can apply online

you can also make an appointment to do your 90 day report in person at this link (that can make the process go faster)
