TLDR : Answer Summary
The rules for filing a 90-day report in Thailand allow for in-person submissions from 2 weeks before the due date up to 1 week after the due date. However, online reports can only be completed from 2 weeks before the due date until 1 week before the due date. If the report is not filed on time, a fine of 2000 baht may be imposed.

no new law, you can apply IN PERSON from 2 weeks before the due date until 1 week after the due date

Online report can be done from 2 weeks before the due date until 1 week before the due date (they changed this the last time they updated the system)

SO if you have a 90 day report due today you need to GO file in person at your immigration office on or before the 13th of June or you will get a 2000baht fine
