the rules didn't change yet, at this time the CURRENT amnesty is good until the 30th. WAIT and see when this new amnesty that passed the thai cabinet gets enacted into law.
There is no free 30 day Extension of Stay. As you have the Non Immigrant O-A visa you can only apply for the 1 year Extension of Stay based on being over 50 years of age.
