Can an OA visa be extended yearly, or does it have to be converted to (or reapply for) an O visa first? TIA.

TLDR : Answer Summary
Yes, an OA visa can be extended yearly without the need to convert to an O visa. However, it is important to note that the OA visa extension requires the holder to have health insurance, which is not a requirement for the O extension. Additionally, one must meet specific requirements at the time of applying for the extension at the immigration office.

Henry Zacks, a lot to read, i hope it all make sense. But to answer your question. YES, between 30 days and the last day of your Admitted to Stay date you can visit the Immigration Office and apply for 1 year Extension of Stay and 30 days before that year ends apply again or 1 year and so on. Only think is you have to meet the requirements every year, for that visit your immigration office for the hand out with the latest updates.

right after, you can start the process of obtaining an Visa Non-Imm-O, by "conversion" from a 30 day exempt or a tourist visa. While fulfilling all the requirements.

Henry Zacks your current admitted stay will expire in July 2020 while you are on your second year of stay of a Non-Imm-O/A visa. We at this date do not know what will happen when you leave and re-enter Thailand. If you leave WITHOUT a re-entry permit, you have the chance that your O/A will become void, and you can enter Thailand with either a 30-day exempt visa or a Tourist visa obtained at an embassy or consulate in a neighbouring country

Yes it can, with insurance.

It can be extended yearly without converting but has the additional requirement of health insurance now that the O extension doesn't.
