The last announcement of the Prime Minister is, NO mare arrivals allowed, but if these is implemented is not known.
And as we all know: Announcements, proposals and ideas are nice but are not a new regulation.
Ask the Thai Embassy in they country where you are as you need documents from them to fly into Thailand.

Under the current rules, you must have a work permit. I also would stay home as well until this thing is over
