My Qatar flight to BKK is booked on 30/12, tomorrow my ASQ hotel will be confirmed from 31/12. Question: In case my COE is approved on 10/12 and I have a fit to fly, a negative Covid result, and can change hotel reservation, can I fly for example on 15/12 to BKK or have I to wait till 30/12 ??

TLDR : Answer Summary
The consensus among commenters is that if you initially provided the embassy with your flight details, you are generally expected to comply with that schedule, meaning you should ideally stick to your original flight date. If you want to fly earlier on 15/12, you would need to change your flight booking to that date and ensure that your ASQ hotel reservation is also adjusted accordingly. The COE is tied to your flight and ASQ stay, and while COEs can be issued quickly, confirming changes with the embassy is crucial.

Your COE is based on your flight and ASQ booking if you want to go on the 15th you need a flight booking and ASQ for that date then apply for COE. COE's are issued quickly after you apply,

I believe if you have advised the embassy of your flight booking you would need to stick to that date, Thai customs will be expecting you on that date.
