TLDR : Answer Summary
The user is currently on a COVID visa and wishes to switch it to a Non-O visa based on marriage to a Thai national. They ask if they can do this at Surat Thani Immigration. Comments suggest that it should be possible if certain conditions are met, such as having a valid duration left on the current visa and meeting financial requirements. It is recommended to gather required documents and consult with immigration officials to clarify the process.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.

You shouldn't have a problem applying at that office as long as you meet the financial requirements and have the needed days left on your current stamp. I think they require 15 days or more left on your stamp to apply for an in country Non-O visa at the Surat Thani Immigration office.
I'd take your thai wife and slog on over there, talk to them, get the hand out listing the requirements to make sure you have the time and the documentation and then go back and apply for the 90 day Non-O for 2000baht. It will go under review for 14 days and then you'd go back to get the Non-O and a 90 day extension inked in
IF they are willing to sell you the in-country Non-O visa based on marriage (not all immigration offices sell in-country visas), and you meet the qualifications, including the time remaining on your current "admitted to" stamp, you should be able to get the visa and the resulting extension of stay.
