 I’ve heard that it’s easier to get approved in Hanoi, so I’m considering changing my plan and not applying in Ho Chi Minh. I’d really appreciate any information.

when you click that you're in Vietnam it gives you a pop up that tells you where you have to be to apply at either HCMC or Hanoi

AND

You upload proof that you're in vietnam and where you're staying when you apply

so staying in HCMC but applying thru Hanoi isn't gonna fly :(

No. You need to be in a location served by the Hanoi consulate to apply via that consulate

The last few weeks we have found ho chi minh to be less hassle than Hanoi

You need to be in Hanoi at time of application and show proof of accommodation. You can move once you have submitted your application but must return if asked for an interview.
