TLDR : Answer Summary
Yes, it is possible to apply for a Thai driver's license while holding a 60-day tourist visa, provided you meet certain requirements. You must obtain a medical certificate and a residency certificate, which may need to be acquired from your local immigration office or embassy. The process may vary depending on location, with some offices possibly requiring a long-term visa instead. Having an International Driving Permit (IDP) can also simplify the process, as it is recognized in many places.

You can drive 3 months with an International driverslicens so why boder ?
Omg. International driving license lasts 3 bloody years and costs 6 quid if your in UK. And I'm pretty sure most countries do the same as the Thai police pull over foreigners and check for that and only that unless you're drunk or not wearing a helmet then they are pulling you over for that.

If in the UK and it's a UK driving licence you have you can apply for an idp and international driving permit three years from the post office main cost me £5.50 you just take a passport photo and you're driving licence my copy from your full driving licence onto it and stamp It easy
when being stopped for a traffic interaction(6 times no helmet) not once have I ever been asked when I entered the country . Show me the permit and give me your money. And hide it in the permit
An IDP is much easier to get, and more useful as it works in many places.

Some offices require you are on a long term visa so it will depend where you are. You will also need a residence certificate from immigration and a medical certificate, some immigration offices won't issue a residence certificate unless your on a long term visa and some require you to have done a 90 day report
A tabien baan will hold no sway at a DLT office. That’s because as a foreigner you are not listed in the blue book. You may own the property and have a Chanote title stating so but you aren’t in the Tabien Baan.
The only things most DLTs will accept is a residence certificate or a work permit - providing it lists your home address (some don’t).
he would be referring to a certificate of residency from the immigration office where you will be staying.
