Hi, you should be able to by right since DTV is a long term visa. For student visa, most countries ask for long-term visa you're currently residing if you are applying from outside of your own country. But, I don't have first hands experience for myself or anyone I know who applied for student visa while holding DTV. Better check with the Taiwan embassy for specific case like this

Anyway there doesn't seem to be an embassy here in Bangkok because there are no diplomatic relations between the countries. Anyway, read the Taiwan website about student visas and move accordingly.

He is asking about this because only Thai nationals and individuals with long-stay visas (usually residents) can use this office to apply. This is the same with some other embassies and it has been mixed results if DTV is accepted as a long stay visa or not
