I entered on a non-immigrant single entry. I got a multi-entry stamp in my passport for 3800 Baht at the local immigration office in Ubon Ratchathani. I could also get a reentry for 1900 Baht.

it's a permit not a Visa, the stamp even says that it's a permit, and it costs 3,800 for multiple entry or 1,000 for single entry. The cost of an extension is 1900 baht.

No tourist visa can be obtained inside Thailand.

And specifically the multiple entry tourist visa can only be obtained in your home country or a country you have residency in.
