Can a Spanish national apply for a tourist visa to Thailand while in Malaysia?

My friend is a Spanish national currently in Malaysia. Can he apply for a tourist visa? He is being told he can only apply for the short term visa, if he wants to apply for the other visa (that allows him to stay longer with extensions) then he needs to go back to Spain to do that. Is this true? I keep hearing conflicting reports

He can't apply for the "Special Tourist Visa" (the one that lets you stay 9 months)

but

he can apply for a "regular" tourist visa (the one that gets him stamped in for 60 days and can be extended for 30 more days.

Of course he'd need to go thru the entry request process too and meet the entry requirements to get in to thailand.

he can do that AFTER he gets into the country by enrolling in a school.. have him get a regular tourist visa, get all the entry requirements met (100K USD in covid insurance, 14 day booked quarantine, fit-2-fly paper, Certificate of Entry etc) and once he's here and thru quarantine go talk to some schools
