Is that your home country, if so,presumably easy but there are many other Thai embassy/consulates to apply at assuming you want to visit a nearby country such as Vietnam etc all online but make sure you are not within Thailand as you will be rejected.

Can but most of the stories says that they hardly get approved which will waster your money and will give you 6 month multiple visa instead
Search through posts. There have been success stories applying from Pakistan. Pretty sure Pakistan applications are decided upon in Bangkok not locally though so may take a little longer. Good luck.
