Due to Christmas, New Year and holidays I have to submit my new yearly married visa application 03-01-2020. now I am looking for a possibility to get a 90 day visa in between so that I can only submit my application on 03-04-2020 annually. I have read that I could get that visa in Savarnakhet Laos is that correct?

TLDR : Answer Summary
The user is looking to adjust the timing of their annual married visa application due to holiday conflicts. They wish to obtain a 90-day Non-O visa from Savarnakhet, Laos, allowing them to apply for their yearly extension on a more convenient date. Comments suggest that it is possible to let their current extension lapse and obtain a new 90-day Non-O visa, which can then be extended annually.

you shouldn't have a problem letting the current extension lapse, getting a new 90 day Non-O visa and then applying for a yearly extension on that one when it runs down.. I know other people who did the same thing to 'move' the renewal date to something more convenient for them..
I have read that I could get that Non-O visa 90 days in Savarnakhet Laos is that correct?

Only down point could be that when you apply for the Extension of Stay on this new visa, some immigration offices will see this as first application and could ask for witness, make the house visit as they do not for repeated Extensions of Stay applications.

okay so what you're saying is your current extension expires on a time that is inconvenient to you? And you want to just let this extension expired and get a 90 day Non-O so that it moves the yearly date you apply for a new extension?
