Hello everyone, I am currently in Thailand, and wish to get a one year retirement visa. Is it possible while in country? I came in on a tourist visa on March 21. I am from the USA.

Your visa has actually expired, but the Thai authorities are allowing an amnesty period up to July 31 where no overstay fines will be issued. At best, the amnesty will be extended again, but you will not receive any official extension or new visa.
Not anymore. You can convert a Visa Exempt Entry or Tourist Visa and even the 30 days Extension of Stay as long as you have 15 or 21 (Depending on office) valid days of stay left, As you entered on March 21, you do not meet this requirement.
