TLDR : Answer Summary
A user inquires if German citizens can select a Thai consulate that is not closest to their residence, specifically asking about the possibility of choosing the Berlin consulate over Frankfurt. Commenters clarify that visa applications, such as the Non-O visa, must be submitted to the consulate responsible for the part of the country where the applicant resides, or the application will be rejected. They also suggest checking the Thai embassy's website for Berlin for more specific information.

For example application for a Non-O is only possible when you selct the embassy / consulate that is responsible for the Part of Country (Bundesland) you live in, otherwise it will get rejected.

This is also mentioned on the first step of the application. You can Check it on the Evisa Website for DTV as well I would think
