You cannot transfer Visa stamps to a new passport, you use both passports. Only an Extension of Stay stamp can get transferred at the Immigration Office where it was issued.
I would imagine the person that needs that done should be there.

you would wouldn't you! But this is Thailand. I just asked an agent over the phone and she said no the passport holder does not need to do this, that I can do it for him. I will find out for sure when I head down there at 8.30am tomorrow morning! This is why I am posting many questions here on FB about visa and immigration...because you get so many different answers!

I don't think people mean to get it wrong. The system keeps changing the rules, so that has a lot to do with it. Community has definitely helped!
