Can business owners with a registered company in some country also apply for DTV visa or is it just for employees/freelancers working for the company but not company owners?

TLDR : Answer Summary
Yes, business owners with a registered company can apply for the DTV visa in Thailand. Multiple community responses confirm that applicants who own companies have successfully obtained the visa by providing necessary documents such as a company license, personal CV, professional qualifications, and financial statements. A common suggestion is to create a self-authored contract letter on company letterhead.
