If an employee of a Thai university does not renew their annual contract and their Non B expires 30/09/2018, can they be fined for leaving Thailand via Cambodia on 30/09/2018?

If your are on the initial Non Immigrant B visa, you can leave on your last admitted to stay date. If you're on an Extension of Stay you have to cancel this at the last day of working. a Picture with the difference:
