Is it true that an American can extend their 30 day tourist visa FOR A SECOND TIME INSTEAD of using a land border crossing as this, and flying home to America, is becoming impossible?

Yes, you can. EVERYONE can extend a 30 day visa exempt entry OR a 60 day tourist visa inside Thailand. You need to do that first.

If you're from one of those 8 countries listed, GO to your consulate, and request a letter saying you can not travel due to the COVID-19 virus. Follow the instructions on the letter, and apply for the extension if you qualify.
