I'm arriving in Thailand from the USA on July 14th. Can I still get a visa on arrival and has the length of stay changed?

You can ask embassy for 60 day's visa and extended it 30 more days and do a visa run

Or just fly out to other near by country a ask long visa again

American citizens don’t get visa on arrival. They can enter visa exempt for 30 days. Semantics but VOA is only for 15 days.
