yes , but they lock you up for 2 weeks .

You means that I can enter the thailand without vaccination, I just show PCR test before 72 hours and stay ASQ 14 days .

It's not that complicated to get the thailand pass before travelling. It replaces the certificate of entry and some airlines are making sure you have your Thailand pass before boarding.

If you are from one of the countries allowed visa exempt entry then yes you can. You can also get a 30 day extension off that.

Everyone needs to go through the ThailandPass system to gain entry.
