TLDR : Answer Summary
Yes, you can get a VAT refund in Thailand using a DTV (tourist) visa, provided you take the purchased items outside Thailand within 60 days of purchase. However, visa types such as student visas may not qualify for VAT refunds.

Legally you can do that as long as you take the stuff you bought outside thailand within 60 days of purchase because DTV is a tourist visa.

yes it's a glorified tourist visa just that it has validity of 5 years and you can stay 180 days per entry at a strech without extension, and one extension per entry is permitted. Even thai elite visa is also a tourist visa.
