Sales tax / VAT refund question: do you have to be on a Tourist Visa (or visa exemption) to get the refund?

ie if you're on a Non-O visa, are you ineligible for the tax refund?

TLDR : Answer Summary
In Thailand, VAT refunds are typically associated with tourists who hold either a Tourist Visa or visa exemptions. Individuals holding a Non-O visa may not qualify for these tax refunds, as the refund system is designed for tourist transactions.

When you make the purchase, you have to have your passport with you. They check all that departure date, visa etc.

That is my understanding of it since it's a tourist tax exemption.
