TLDR : Answer Summary
Yes, you can get a VAT refund at the airport if you hold a DTV (tourist visa). Although there are guidelines stating some categories may not be eligible, it appears in practice that most foreign tourists, including those on a DTV, can receive tax refunds.

I think so. I've had no issues getting a tax refund with a non-O marriage visa. I think they only look at your passport, in practice anyway. They don't allow Thais to get tax refunds and in theory, permanent resident aliens (who are foreign nationals) and some other categories aren't eligible either, but in practice, it seems that any foreigner gets a tax refund.

Oh strange. Yet I was, despite being on a long term visa. I will be trying again soon, on the trip for my DTV and I'm currently on the same type of visa.

They could deny me of course, but last time they didn't check my visa. I think all the guy cared about was that I wasn't Thai. I spoke with him in Thai but that didn't make him want to check my visa.

Well a Retirement is a different visa ie it is not a tourist visa. I could not claim it on my "B" Visa when I was working.
