Email reply I received form Kota Bhuru & Savannakhet consulates after making enquiries about Dependent visa under 50 dependent wife non Thai spouse on retirement

Only needing answers from recent attempts with negative or positive results where did you apply for dependent visa

Copy & paste answers/quotes I've seen official "Yes it can be done"

Vientiane granted tourist never granted non O that was applied for last week

Please be informed that a Non-Immigrant Visa “O” (Retirement) holder is not eligible to sponsor a dependent visa. Therefore, you are not able to apply for a Non-Immigrant Visa “O” (Dependent) on the basis of your spouse’s retirement visa

The answer is simple. It's not available from embassies if you have a non-O visa.

SOME embassies might offer it if you have a non-OA visa, but even then it's going to be a crapshoot.

There is no consulate in nearby countries that will issue a Non-O dependant visa to a spouse if the primary person is on a Non-O visa based on retirement. In fact almost nowhere will. She could potentially get some other type of Non-immigrant visa followed by an extension of stay and when that extension is finished immediately apply for a new extension of stay based on being a dependant

The dependant has to be less than 50 years old to piggyback on a retirement visa.

No surprise here as they've stopped doing that for at least a year on a Non O. It is possible if the main holder is on an OA visa for a trailing spouse to get a non-O.
