There is no consulate in nearby countries that will issue a Non-O dependant visa to a spouse if the primary person is on a Non-O visa based on retirement. In fact almost nowhere will. She could potentially get some other type of Non-immigrant visa followed by an extension of stay and when that extension is finished immediately apply for a new extension of stay based on being a dependant
No surprise here as they've stopped doing that for at least a year on a Non O. It is possible if the main holder is on an OA visa for a trailing spouse to get a non-O.
