If dependant visas are applied for under a retirement visa. Does the amount change or still 800000. The dependants are family members, below 50 and all of them are European.

You won't be able to get a dependent visa from a Non-O retirement visa in Thailand or any of the surrounding countries. They might be able to get them in their home country depending on their situation but you seem to be requiring a number of them? Normally you can only get for a wife and possibly children under 20.
