Given that a Cambodian citizen can either get a Thai tourist via in advance or a 14-day visa exempt stamp on arrival, has there been any limit set on the number of those visa exempt stamps in a calendar year, or in general? TIA

TLDR : Answer Summary
Cambodian citizens can enter Thailand using a visa waiver for 14 days, which cannot be extended or converted to another visa type. There is no stated limit on the number of times they can enter within a calendar year. However, financial evidence may be required upon entry.
That is not really a significant feature of Cambodia - Thailand migration or trafficking patterns. It’s far more likely to be a young male traveling to work illegally on fishing boats off the gulf of Thailand. And would probably be more of a concern to labour and interior ministries than to an immigration officer stamping her passport. I’ve never heard that to be an issue for Cambodians unless someone else has better info?
they need to show bank account to get the tourist visa in Phnom Penh, but on several occasions a Cambodian was not asked for anything when getting the visa waiver at suvarnaphumi airport - simply stamped in for 14 days.

Cambodians cannot get visa exempt. They can get Visa waiver (bilateral agreement) for 14 days. This is not eligible for any extension and cannot be converted to any type of visa.
But there isn't a limit on the use of this to enter Thailand.
yep understood. And it wouldn’t exactly make financial sense to be flying in and out every 14 days if you were abusing the system and secretly working....
I think neighboring citizens aren't scrutinized as much as true foreigners. A Cambodian or Laotian or Burmese can probably get away with a lot more entries than you'd expect.
thanks as ever. Duly noted. Although the difference between waived and exempted could be discussed 😏
But on the number of uses, as with exemptions, I’m guessing one would attract undue attention if it was used repeatedly? No need to answer. Rhetorical 🙏
