It can happen at any time by any airline. I had it happen to me by Asiana in Korea. She said my bag weighed to much either take some stuff out or go to the counter and check it. We walked away and I looked back noticed and she was walking away and being replaced. The new lady didn’t say anything as we walked past her 🤪
I have never had a backpack or hand luggage checked for weight anywhere. They have a scale next to check in and always check my suitcase but never anything else.
You never can tell, I have had it checked before at check in, and sometimes no. Always depends on the individual checking you in, but the rules are the rules so don’t go over your allowance.
