Are foreigners eligible for work visas in the hospitality sector in Thailand, specifically in hotels?

My daughter was looking into jobs in Thailand in the hospitality field, specifically in the hotel industry. She found out that Thailand doesn’t issue work visas in that field. Supposedly those jobs are only given to Thai nationals. Does anybody know if that’s true? I remember seeing non-Thais working in hotels in the past.
