TLDR : Answer Summary
There are rumors that Thailand will reopen the 'Test & Go' scheme for vaccinated arrivals starting February 1, 2022. While some comments confirm a government meeting reported by Richard Barrow, no official announcement has yet been published in the Royal Gazette. The program will likely require two tests during the stay and approved accommodation for both, but details remain tentative until officially confirmed. Further information can be found through various media links shared in the comments.

Just get back to pre covid and watch the millions every month come and spend on average £1400 on a 3 week holiday with a baht rate of minimum 45 to the British pound. Also thousand of hotels would be saved from closure.

Thailand will resume the 'Test & Go' quarantine waiver for vaccinated arrivals from Feb 1, the Centre for Covid-19 Situation Administration (CCSA) said on Thursday, in response to slowing coronavirus infections.

The scheme was suspended a month ago after only seven weeks due to the rapid global spread of the Omicron variant and uncertainty about vaccine effectiveness against it.

The policy requires visitors to test on arrival and again five days later, while agreeing to have their whereabouts tracked, CCSA spokesperson Taweesilp Wisanuyothin told a briefing.

None of that detail is official. Also, it's not confirmed if REGISTRATION is from Feb 1st or you can apply now for Feb 1st. Need to wait for the actual detail to be published in the Royal Gazette.
