Can a retired US citizen apply for a ME Tourist visa in the US despite the Employment Verification Letter requirement?

Does anyone know if a US citizen can apply for a ME Tourist visa in the US if they are retired? The requirements explicitly state “Employment Verification Letter”, but why would they not allow a retired person with verifiable income to have one? Since I’m only planning to live in Thailand part-time for the moment, using a visa that allows a 6-9 month stay without any of the cumbersome “new” regulations seems ideal for me.
