Can I apply for a Non-B visa while on overstay in Thailand?

So, I know I've read multiple times that if on overstay, one cannot then get a new non b

However my local immigration office (Hatyai) has said that in fact I can, and advised my school to have me do that

Just wondering if it's possible? It's sort of a moot point because it will be happening as of tomorrow in reality

Can the 60 day tourist visa be extended by 30 days at any provincial immigration office? Also is it allowed to drop in to these immigration offices and ask for advice on visa issues?

Did my 90 day report today (online attempts unsuccessful), so my next one is due on 15 September. My extension expires 28 October. Noticing this, the IO says, “You can do your next 90 day report when you extend your visa”, or words to that effect. Is this actually the case?
