Can I complete my 90-day report when I extend my visa in Thailand?

Did my 90 day report today (online attempts unsuccessful), so my next one is due on 15 September. My extension expires 28 October. Noticing this, the IO says, “You can do your next 90 day report when you extend your visa”, or words to that effect. Is this actually the case?

My opinion: the immigration office's advice was not correct. You should do your next 90 day report in 90 days. It is true you *CAN* extend it when you get your extension of stay, but you will be late and fined 2K THB.
