Will my FBI identity history summary meet the consulate's requirements despite a disclaimer about local criminal history?

I received my identity history summary from the FBI today and it says no prior arrest data. However, it also says " this does not preclude further criminal history at the state or local level". Is this what they all say and it will meet the requirement of the consulate?
