Under the existing system you'd buy the flights, arrive then an Immigration Officer checks that you meet the requirements. The requirements are not changing just when/where the check is done.

Nobody knows how it will work. The law now says that tourists can be asked to show

B (or equivalent) cash on entry. With the ETA and the use of electronic gates there can be no such check and a bank statement is no proof now so how could it be then? Let's wait to see what happens if/when the pilot scheme starts.

As yet no one knows what those requirements would be. There’s already talk of it being delayed beyond Dec 1st but nothing official as yet.
