Why is the Vietnamese consulate requesting proof of permanent residency during my visa application?
I applied on the 20th August and they are asking for permanent residency in Vietnam??

what I've learnt is there is no rules. The templates on here don't work and the advice on here is so varied it's impossible to know what to do. The new rules have made it even more confusing.I feel I've just wasted

Just submit your accommodation and picture in Vietnam. This is not to do with the rule change. The red writing explains this to you.

The residence card is "if any." Just take a time and date stamped photo at the hotel and other locations (more than one). Give them your reservation receipt showing the length of stay.

Don’t worry, just submit what is requested in red (which is the consular officer’s manual notes). The black text is just a template change.

I suspect that the template changed and they can’t alter it. What I would pay attention to is the parts in red which appear to be added by the consular officers as they are basically telling you what to do under the old scheme.
