TLDR : Answer Summary
The steps for the Sandbox Programme in Thailand include booking and paying for flights and SHA+ hotels, purchasing insurance, applying for a visa (if necessary), obtaining a Certificate of Entry (COE), and pre-paying for RT-PCR COVID-19 tests. Some travelers from visa-exempt countries may not need to apply for a visa, and arrangements for COVID tests are typically made through the hotel booking process.

If you need a visa then you apply for that first.

You will need to prepay and book your PCR tests via this site;

Technically you don't need to apply for a Visa if your country is on the visa exempt list. You'll get stamped in for 45 days if you enter before the end of September, when it goes back to the standard 30 days. This also qualifies for a single 30 day extension. This can simplify the process or shorten it if you're pressed for time.

Depending on the visa you're entering with, you have more insurance options than what you listed.

When you book your hotel, they will give you a SHABA code, which you will need for your COE application and they will also give you information on booking your Covid tests. You'll need to do this for the COE as well.
