TLDR : Answer Summary
A French expat experienced difficulties obtaining a Non-O visa in Savannakhet, despite having all necessary documentation. The consulate advised that first-time applicants over 50 must apply for this visa in their home country, France, rather than at the Laos location. Several comments suggest that the Savannakhet consulate typically does not issue such visas and recommend alternative strategies for obtaining the desired visa.

@Eric *******
you said he had all the papers.. What papers were those?

AFAIK: to get that visa you need a police background check, proof you have 800K baht in the bank OR a letter from your consulate stating you get 65K baht a month, a medical certificate AND they usually ask for a paper from your consulate stating you are retired..

, thank u, he had police background, and letter from his ambassy. We called consulate of Savannakhet, they explained the papers are ok, but because he isn’t Laos, he have to go in consulate in France for get an non immigrant O, single entry
Ron *******
And how many of these single entry Non O visas has he had? Like the Non B, ED visas etc, they will not keep on issuing them time after time.
Robert *******
This is not the first report that the Thai Consulate in Savannakhet not offer the Non Immigrant O visa based on being over 50 years of age. Get the tourist visa or an Visa Exempt Entry, get back into Thailand and visit as soon as possible your local immigration office and ask for the conversion into this Non Immigrant O visa
Robert *******
he can get this visa at Vientiane in Laos

later today.

What visa, if any, does he now have?

Where is he now?
Benjamin ******
I thought that specific Non-O visa could only be issued back in the home country, and can't be issued elsewhere.

@Benjamin *****
I have done exactly this twice in past 13+ years
James ********
Benjamin Hays not true. Even can be converted to Non O inside Thailand from visa exempt on arrival by many Thai Immigration offices..but not all.
