Trying to narrow down and submit an application in city that is not currently overrun with applications.

Trying to incorporate a holiday into this process as well

Not sure what you mean by overrun. I dont think that will make any problems for your application. I did hanoi, one of the more popular embassies last week and got approved in 5 days.
