Greetings from Estonia !

Question is : If we don't have Thai embassy in our country?

We needed to go to Finland before this Immigration rule change to get any type of Thailand Visa.

Does it still works or now we can only dream about DTV visa ?

Each country of the world has a Thai embassy assigned, in some cases it's located in another country. You apply online and do everything as usual.

Some examples: Canada is in charge of Jamaica

Chile is in charge of Costa Rica

Both embassies are located thousands of km away from the country, yet people from Jamaica and Costa Rica just apply online without going anywhere.

You have your “headquarters” embassy which is Helsinki so you have to go there.

incorrect. For countries that do not have a Thai embassy, they are assigned to a Thai embassy in another country (usually the closet one). For those specific countries, you can remain in your country and apply via your designated embassy, as that embassy has jurisdiction over your country as well. No need to travel there, unless it is one of the few countries that requires in person payment
