Which location is better for applying for a SETV visa: HCMC, Penang, or KL?

So about to decide for a new SETV visa at between HCMC or Penang/KL.

Any opinions?

HCMC is famous for no rejections and no queue? Penang more waitingtime but easy to travel to the landborder?

KL more strict? ( I am european )

I was the last 5 months here, so Vientiane is probably a bad idea? (In my passport only 1 visa + excempt + extension till now)

I went to Kota Bharu and it was a breeze. Remember closed Fri and Sat because it is mostly a Muslim country.
