I'd call the Roi Et office and ask them.
I dunno about Non-B extensions, but I know for students getting ED visa extensions they are required to apply for their extension at the immigration office where their school is NOT where they live.

There are many falang here working ILLEGALLY. A foreigner must have a work permit to work in the Kingdom. Penalties have been substantially increased, both for the foreigner and the employer.
