A friend from South Africa wants to extend his non immigrant retirement O visa. He's been told by immigration in Bkk that he needs Police to take his fingerprints before applying for the extension, but they didn't say where he should get it done. The local Police office won't do it. Does anyone know where he can get it done? Thanks

TLDR : Answer Summary
A South African expat needs to get his fingerprints taken to extend his non-immigrant retirement O visa, but local police won't assist. A commenter suggested the central police station near CentralWorld for this service.

Is this a new requirement for an extension or is it country specific?

Yes it is. For SOME nationalities (generally the African nationalities) they may require a police clearance. I've seen it before at Bangkok immigration

That would be done at the central police station, across from CentralWorld (BTS Siam, if my memory serves me right).
